a Win98 DOS prompt runs inside a VM86 box. So it's a complete DOS session,
virtualized by the i386 processor. It's running separately from the
Windows kernel. Separately as in ring 3 I believe. It's something like
DOSEMU. Read "Windows Internals" by Petzold I believe. I used to read all
that stuff (also Extending DOS) back when I was not Enlightened.  =)

errata: DOS in not just a bootloader (LILO or GRUB is a bootloader). But
it's not the foundation under Win98 either. It's somewhere between the
two.
