Unfortunately the only non-destructive filesystem conversion occurs
between ext2 and ext3. JFS, ReiserFS and XFS will all require you to have
a buffer filesystem where you store your data while you create a new
filesystem to overwrite the old one.

The only way I see you changing over to a filesystem with quota support
(ext2, ext3, XFS) is to do it during off-hours using an extra drive that
can hold all the data of a particular filesystem. You will have to use
this buffer drive as you change filesystems one by one. Yes, long,
tedious, coffee-laden process.

I just checked the ReiserFS FAQ and there's nothing on quotas. Since I
never had to use quotas with ReiserFS, I wouldn't know if it is or isn't
supported. :(

Is your mail stored in Maildirs or in standard mboxes? You may want to try
XFS out, if you want that extra ounce of performance that ReiserFS would
have given you over ext2. If not, ext3 seems to give the "best of both
worlds": metadata journalling, ordered data writes, and the same stuff of
ext2. :)
