I don't think the PLUG list will be the proper place to continue your
inquiry on the various non-Linux aspects of setting up a web-based
ordering system. There are a number of local developer mailing lists
hosted at lists.free.net.ph which you may want to check out. The OSS-Dev

Good choice. You can also explore Zope, especially if you will have the
liberty of running your own server. I've been using Zope since maybe
March, and it's been great, so far. It's made my development work of
web-based systems so much easier.

Management of an RDBMS like PostgreSQL, and SQL.

You can build this on-the-fly and use something like HylaFAX. But do you
need to fax the order details? Won't email, or some other online mechanism
do?

To store information on your products (details, specifications, prices),
customers, as well as transactions.
