Leadership by example. Get an old but working machine, install linux, and port over what data is needed. Make it work. And present it to your boss. Insist on the merits: no licenses, free support, and more stability, using old hardware, with very little up front costs. Don't convince then work. Work on it and then convince. At the very least it will get you to self study what OSS is all about and even if your boss vetoes your 'project', you have acquired skills that will be a big plus to your resume.
