A couple of years ago, I used 2M and 2MGUI (by Ciriaco Garc�a de Celis), 
under DOS to reach 1.9 MB and 2 MB floppy sizes respectively.

The 2M format had excellent support under linux then except that they 
both won't boot, they could only be mounted. I haven't tested them 
lately though.
