That's the stupidity of it! you have to license spectrum anyway, but NTC 
limits your EIRP pa rin!!!

It's BS. You pay to use. And anytime Meralco wants to bring down the 
hammer on you, they can by just claiming interference with their SCADA. 
They probably don't even have to prove it.

Just ask the ASTI people on this list. I believe they were raided by the 
NBI and Meralco for operating a wireless LAN between two buildings.
