I posted this last January in ph-isp. NTC Memorandum No. 15-8-2000 "Operation of radio frequency utilizing the spread spectrum technology in the 2.4 - 2.5 Ghz" states that filing, acceptance and processing has been accepted except for areas of NCR, Region 3 and Region 4. I heard about this case to case basis with regards to Metro Manila, that you may apply if you are an Educational Institution operating the radios within your campus.
