No. PostgreSQL traces its origins from Postgres, which was a project of students of Professor Michael Stonebraker of UC Berkeley. They later named it Postgres95 when they added SQL functionality, then renamed it to PostgreSQL at the end of 1996. See the PostgreSQL FAQ for details.
