You might want to try Union Bank's E-on debit Card for internet payment and 
transactions, both local and international. E-on Card is linked to VISA 
International. 

E-on card is also cheap (sign-on amount at P 2,000 only) and functions as an 
ATM card at any MegaLink. It can also be used like a credit card that can be 
swiped. Zero-maintaining balance! You need a minium of only one! transaction 
per year to keep the account from becoming inactive. 

You can also write on-line checks and transfer funds to different bank 
accounts with a secure (via VeriSign) web-browser over the Internet. But I 
don't do it, me thinks I'm paranoid for good reasons.

I haven't tried to use this debit card to register for PayPal international 
payment service, but you might want to explore this E-on card, VISA, and 
PayPal possibility further. PayPal is also useful, I just hope they accept 
E-on cards in their transactions.
