We recently evaluated helpdesk software (PHPHelpdesk, Request Tracker,
Mantis, OTR, TUXMonkey etc...).  After about 2 weeks of testing, we realized
that most of these packages don't really work well.  We decided to use
PHPHelpdesk since PHP is easily customizable and the software needs a lot of
customization.  For your needs, it probably makes sense to do it from
scratch if you are NOT in a hurry.

I would go with PHP.  Its fast, simple and clean.  Also, there are a lot of
reasonably priced PHP programmers/consultants/companies here in the
Philippine just in case you decide NOT to write the application yourself.
