The learning curve on learning the OS shouldn't be really that steep if
X is used. There are even many govt users right now that only uses what
they were taught to use. They don't explore the OS and only use the
computer for the tasks given to them, except of course for the
occasional email,web browsing (for those blessed with a connection), and
a few rounds of solitaire. With users like these, it would easy to
switch them over to a new os and have them work with minimal difficulty.
It is the more knowledgeable users that will pose a stiffer resistance.
They are the people who found certain activities that could be done that
was not explained to them directly (irc, p2p apps, etc).

Nobody is too old to learn. The moment a person stops learning is the
moment he stops living.
