I believe it generalizes to "the lower PCI ID gets the first assignment." 
However this assumes the cards are the same. If they are not -- it seems 
the load order of kernel drivers is arbitrary, so you can only be assured 
of a certain order if the cards are the same (e.g. same driver, so no race 
conditions) and thus the PCI ID order takes precedence.
