what do i do to get an email address at free.net.ph?

You get a lucky offer from me. Honest. Everyone who asked for one got
ignored. I don't know why we have this policy, but to date not enough
ground has been found to officially contest it.

how about members of free.net.ph distributed team? what is the ratio if instead of asking a person begs? <g>

... or you host an IRC node or some other thing that free.net.ph needs.
That's how Gabriel Briones III (jon) got his account.

alas, this is not logistically possible for me.

does it allow smtp/pop3 access?

No SMTP, that's your ISP's job. POP3/POP3-S/IMAP/IMAP-S.

problem is that sometimes the ISP's SMTP servers are too slow. plus if its going to be used for mailing lists like these then the person will have to have another email account in that isp that is also subscribed (albeit mail delivery is suspended) to pass the additional checking of 'moderated' lists.

are there any limitations?

Bottomless, with personal spam-blocking services, and built-in virus
cleaning. But that's exactly why it's "by invitation only": it's too
good to be free for all.

how about interfaces through web? hehehehe, maybe its too good for me. ill just have to get another email from somewhere else. :)
