afaik, users cant override TMOUT variable once it has been set. you can set it in the default profile and be assured that it will be implemented for all users. i might be wrong though.
Sure they can override it. Do a simple test $ export TMOUT=10 $ export TMOUT=60
Then wait until BASH logs you out a minute later.
