Maybe a look at Scribus would be worth while...

It's supposed to be a desktop publishing tool like PageMaker, but then I
haven't evaluated it that much yet. It's available in debian, and should
be available on the web.

apt-get install scribus

should do it, and you can read more about it if you like. :)
