Well just visit his website http://www.ngkhai.com.
The business is called a "Development Corporation" but he doesn't develop
anything - or at least he doesn't list what he develops. 
Instead, he takes pride in being a "reseller" and "business partner."

So, his idea of Philippine IT development is... buy and sell??
