I wrote a response to that article, and to my surprise, it was published in inq7.net. http://www.inq7.net/inf/2003/aug/09/inf_5-1.htm Anyway, Ng Khai is actually the pre-eminent Cisco reseller and SI in Visayas and Mindanao. But he's totally wrong in saying the government should patronise M$ etc. It's true, we need M$ practitioners to build our "call center slave economy" -- but that is not the government's function! so his argument is disingenuous. But then -- Ng Khai has sold lots of PCs and presumably licenses -- to people like UP Visayas.
