Pre,

if you want to have just a simple answering machine, then use vgetty.
But it looks like you really want a PABX, for that purpose, Asterisk is
the only open source application I know, check if your old PABX is
supported. "Asterisk not only supports traditional phone equipment, it
enhances them with additional capabilities."

You'll be needing an API around your PABX to make it work.
