You'll be needing an API around your PABX to make it work.

There is an open source PABX/VOIP application developed by Digium, it's called Asterisk, more on http://www.asterisk.org. I think you have to buy the hardware, like an FXO or an FXS.

I'm trying to avoid buying "new hardware" as much as possible :) Have you come accross a software that can make-do with an ordinary 56K modem?
I saw some programs in freshmeat and in sourceforge that has answering machine, autodialing, and voice announcement features. I'm still looking for a program wherein the caller is allowed to dial the local number without the need of an operator.
The idea is to provide the caller with a voice menu where he can choose if he wants to dial the local number right away or wait for an operator to answer. If the former is chosen, the caller can then dial the local number immediately. The program will capture the generated tone and use it to mimic steps 3) and 4) as mentioned below.

We have an old PABX system that has no answering machine. The incoming lines are not capable of trunk hunting.
Incoming calls are handled in the ff. manner:
1) Every time an incoming call is received, it is answered by an operator. 2) The operator then asks the caller what local office/number he wants to connect to. 3) After getting info from the caller, the operator then hits the "flash" button and dials the local number. 4) When a local number has been successfully contacted, the operator hangs the phone and the caller is automatically transferred to local office.
In the meantime, I'll try my luck with sourceforge and freshmeat.
