Hi Ako Ito, (this is getting confusing) The non-US repository is where Debian places packages that contain encryption and other packages that might be restricted from distribution from a US site to a non-US site. There was a ban on "exporting" munitions grade software (i.e. encryption) from the US to other countries, and the Debian project leaders wanted to avoid not being able to distribute these. They worked around this restriction by placing the packages that might be tagged as "not for export" on non-US based servers. That way, anyone can get the encrypt packages.
