My mistake... http://irc.free.net.ph is the WRONG URL.
irc.free.net.ph points to several different servers in round robin style.

The correct URLs to go to are:

http://irc.upm.edu.ph (for Java)
http://irc.upm.edu.ph/cgi-bin/irc.cgi (non-Java)
