well, my first instinct, then, is to blame P2P, and then blame
windows.  is blocking P2P an option?  this is, apparently hard,
because a lot of P2P software and chat clients will use http
as a tunnel or use your http proxy server.

there's been some discussion before of how to block P2P,
but i wasn't paying attention since i didn't care that much.
the archives might help.  or maybe someone will
summarize.
