My understanding of this "teacher's PC" is that the teachers pay for it, not DepEd (although DepEd makes the soft-loan guarantee). Granted that XP Home costs X amount of money (say, 9k) plus another 11k for Office 2003 Basic. Total 20k, 10% of that is 2k.
