My understanding of this "teacher's PC" is that the teachers pay for
it, not DepEd (although DepEd makes the soft-loan guarantee). Granted
that XP Home costs X amount of money (say, 9k) plus another 11k for
Office 2003 Basic. Total 20k, 10% of that is 2k. I think most people,
particularly if the payments are spread over a year (= ~250 pesos per
month) would rather have Windows and Office than some hard-to-use
Linux/OpenOffice.
