Far from it. Although Darwin is supposedly to merge with some key
FreeBSD features (and do employ some of those features presentlty),
Darwin is far from being even a direct derivative of FreeBSD, as the
Darwin OS was spun off from NeXT (which does have a lineage back to
the CSRG's 4.xBSD).

Not exactly manpower, but what it takes is an incredible amount of
good taste (which the people at Apple do have) to design something
very aesthetic. It's not only beauty that appears from the outside,
but permeates to the very innards.
