the thing i admire on governments adopting open source is that they
see more than the TCO. they see the freedom and the breaking of a
monopoly.

in reality... big businesses will always win if government support and
policies are not thinking more on the benefits of its taxpayers....
for how can FOSS combat such giant like microsoft with so much money?

of course, we should not be tired pressuring the government.... hehehe
