Here's the catch - given that the membership mechanism isn't clear cut
during the time of creation of the document, technically, only the
board are the members. Which is why we ratified the constitution to
enable us to declare who would be qualified as members. In my first
email, we made a rough qualification as to who'd be considered as
members (which imho already covers almost every PLUG member since two
years going back).

At any rate, the constitution, while already ratified, might require
amendments. There's already a process outlined in the constitution -
any member in good standing can propose amendments, and that there
must be someone among the composition of the board who is willing to
sponsor the amendment. Once the draft of amendments is done, a GA must
be convened wherein the provisions would be voted by a quorum of all
members. Note that the GA is a culminating activity - definitely
proposed amendments are to be deliberated and drafted, and all
mechanisms for transmission of vote (mailing list, attendance in the
GA or via proxy) during the voting period (as prescribed in the
constitution) is currently allowed.
