Here's a plugin for Gimp that provides ICC color management. Not yet
fully featured, but it's a start.

Scribus and Cinepaint also use ICC, using Little CMS.

Though I am not that conversant in graphic arts tech, I suppose that
Linux support could be improved with interest and moolah to fund
development.

These are a far cry from system-wide color management, but these are
starting points.
