Those are hours on the 24-hour clock: 16:00 (4 pm) and 17:00 (5 pm).

Each day starts at 00:00 and runs through 23:00 hour-by-hour. The awk script Robert re-did does the job and I corrected all 20 years where my script error provided two 16:00 hours.
