I assume you've already looked at /var/log/mail*log? Any sort of errors?

Perhaps you could try using mail -v to send a test address.

echo "Why do you hate me?" | mail -v -s test [EMAIL PROTECTED]

Better yet, if you know raw SMTP, you could telnet into the other guys
server and watch for error messages.
