First off I have to fall on my sword for top posting earlier. Second, I think all solutions are going to require root, but it depends on what you need to have root on. The project I used in the past was dummynet http://info.iet.unipi.it/~luigi/dummynet/, and apparently they now have a Linux version, so no need for FreeBSD if you don't want it.
