We use digis, and it works pretty well.  It's not as fast as Comcast
was.  Particularly, I notice lag when loading alot of images on a page
at once and just slower downloads in general.  We also see a bit of
stop and buffering on amazon prime instant video.  They claim they are
built for HD video, but that is in reference to some kind of thing
they have with netflix and doesn't seem to help with other video
services.

Unfortunately it's the only other option for me besides DSL/Comcast.
They're cheaper than both and work well enough, so that's what I'm
using.

As far as the bandwidth throttling, they have built up their
infrastructure and raised the throttling limits alot in the past few
years, but they are still there.   They also charge extra for
bandwidth over a monthly limit.  We went over by quite a bit one
month, and they just gave us a warning  (I think it's around 250-300G
per month).  We haven't gone over the limit since, though.
