My parents change their email every time they have change providers. People do it. I'm betting it's less common now than it was back in dial up days. As for myself, I've paid for an email account with Xmission both when I've had Xmission as an ISP and not had them. Sure, I could use gmail or something, but I like supporting local companies and I know what their stance is on privacy.
