Can't help on the DynamicPlaylist, but the CLI is documented in the slimserver web interface - go to Home / Help / Technical Information / Command Line Interface
Plugins are refreshed EITHER on server startup OR on entering the server settings / plugins page, depending on what you have set on that page (At Startup or On The Fly). It has been said recently that only very well behaved plugins are likely to work well in the On The Fly mode, however, so At Startup is safer.
