That's certainly mu understanding: LastFM takes a google-style "people who played x also played y" approach as opposed to the "music genome" approach of Pandora. Both approaches have there fans and detractors. I've found that the LastFM approach works quite well with clear "genre" bands (e.g. electronica, trip-hop, punk, etc), but a band that is harder to classify can give unhelpful results. Overall, I find the LastFM tags (genre) more useful than similar artists, but it would depend on the collection.
