Thank you for the prompt reply! 
1. There is no 'dns-sd' processes running on the WHS machine, even in
svshosts. 
2. mDNS-SD query started from the windows 7 workstation shows only
hardware airplay devices present on the net - i.e. my Pioneer and Apple
TV.
When started on WHS Server it says 'cannot open socket' and immediately
quits.
Any ideads where to look at please?

by the way rebooting SB Radio is reflected in server.log like following
