You don't need to be on your local network to be on WiFi, don't you?

On iOS there are system queries to find whether a connection will be
made through cellular or WiFi and that's what iPeng uses.
So if you are e.g. on a public WiFi network remotely connecting to your
home network, iPeng will use the "WiFi" setting fr bitrate limiting.

However, if you are on a private WiFi network without a route to your
home network, cellular might be used (at least, if the WiFi network is
routed correctly).

The one case where this logic fails, as I wrote, is if you connect
through connection sharing or a cellular MyFi router, in these cases
iPeng thinks it's on WiFi while your connection is still through
cellular, albeit on a different device.
