Yeah, that problem seems pretty generic. Hmm...
The server.log doesn't reveal anything interesting (Plugins::Spotty::Plugin::getHelper (504) Didn't find Spotty helper application!)
Could you set plugin.spotty to debug (Settings/Advanced/Logging). Or even simpler: try to run spotty.exe from the command line. It can be found in a Bin folder down in the cache/InstalledPlugins folder (see Settings/Information for the search path).
