Well unfortunately Apple does not officially publish their protocol, so lots of people have to guess how it works and sometimes what we think is mandatory is optional or vice-versa. With version of iOS, Apple has made some changes and typically decided to not use anymore a feature that obviously is optional but I though was mandatory.
