Exactly: no matter whether you choose PCM or FLAC, the data is the same. It's only an optimization for the LMS -> player transport. The data is the based on the Ogg stream received from Spotify. Unfortunately the helper I'm using is outputting PCM rather than Ogg itself. Therefore we have to go this extra mile.

No. FLAC is "Free LOSSLESS Audio Codec". Which means that the PCM you compress using FLAC is exactly the same as you'd get after decoding it using FLAC.
