They apply lossy compression. Which means the delete some information in order to make the file smaller. You can't recover that loss.

Take a photo, straight out of your camera/phone. It's something like 8MPixels. Shrink it to 1280x800px (about 1MP). Then blow it up to the original 8MP again: it's the same size as before, but with the quality of the smaller image.

FLAC or PCM means the format is different, but the quality is the same.
