The plugin has a single menu.opml file. The menu.opml is overwritten by the "load menu layout.." button so that the "new menu layout" is used until plugin is re-installed or overwritten. Toggling between two menus will result in confusion as LMS caching will make it seem change has not taken place so user will have to restart LMS to clear cache.
