AFAIK They are sports commentaries. Usuall you can find the events beign broadcast from here https://www.bbc.com/sport/13629860 When I have tried them, them seem to me to be the "raw" broadcast which may then also be picked up by a BBC local station or 5 Live. In the summer they are very popular with cricket listeners and there is a tweet feed which highlights the event stream.
