The delay "bug" was known for a long time (since original HLS) and it seemed resistent to being fixed as the obvious fix would result in LMS logging lots of errors when no AAC transcoding was required. In December I spent a days trying to understand the Windows delay problem properly - why was it happening and why it only affected some Windows systems. I eventually twigged that in July 2018 Micheal Herger found and fixed a bug in LMS and that this may now allow the "obvious fix" to work and stop the LMS error messages. The code change only involved a small change to 2 lines of code - it was complicated by making sure the fix is only applied to users of LMS 7.9.1 or later.
