After 1.6.2, Most setting will have no effect if you have a reasonably modern processor with multiple cores. Format settings are matter of personal taste but DASH has most facilities (e.g. skip back) but some programs are in podcast format only (i.e. MP3) so DASH > HLS > MP3 > FlashAAC should be the default.

Definitely because the BBC changes network streams at least a couple of times a year - sometimes breaking existing facilities.
