I had spotty working really nicely, and after an LMS reinstall, can't
get it to work again.

Can you share a little more information? What hardware & OS are you running LMS on?

Using LMS and spotty on win7, all working fine in web interface, but not
through 'available devices' features on mobile app. My player/s just
don't appear as options.

Did you enable Connect mode for your players in Settings/Advanced/Spotty?
