The problem is that that period is large and in a fast changing weather pattern, you may indicate worse or better than it actually is. Maybe you could break it into several conditons for timeslots such as 7pm - 10pm, 10pm - 1am and 1am-3am. I usually will observe during one of the first two periods at home, but if at a star party will go for all three.
