It does for me. player setting first, server setting as a fallback when no valid player setting is found. Yes, it a hard UI to get used to, but as stated on the download site, it is as it is. And now, I've lost track of whether the original problem was solved or not. I guess it wouldn't surprise me that windows won't allow system calls from a service.
