Open a Termional windows and try the following
mplayer -cache 64 -playlist
http://network.virginradio.co.uk/core/audio/wmp/live.asx?service=vr

This assumes that mplayer is on the "path". If it is not on the path
but in a directory such as /usr/local/bin then do the following.

/usr/local/bin/mplayer -cache 64 -playlist
http://network.virginradio.co.uk/core/audio/wmp/live.asx?service=vr

Edit:

definitely - need special version of mplayer for 10.3.9 see the
following
http://forums.slimdevices.com/showthread.php?t=30903

I am 95% sure that the mplayer from the web page only works with 10.4.x
and so you may need to get another copy. Output from above will be
definitive.
