Couple of things for me - 1) Running on Vista 32-bit with 7.2 nightly, the application 'PsShutdown' isn't there in the standard build. Get the PsTools collection from TechNet and install in C:\Windows.
2) A weird thing. Vista power profile is set without any sleep timer, but a press on the power button will put it to sleep and keyboard will wake it up and it'll stay running. I found that if I sleep the system using SvrPowerControl, then use WOL from the SB3 the machine will stay on while SB3 is active. A few *seconds* after stopping playout on the SB3, Vista goes back to sleep.
