This sounds like a permissions problem to me. Are you sure you set the permissions recursively? Can you check the permissions on: /var/lib/SqueezeCenter/Plugins/SrvrPowerCtrl/HTML/EN/plugins/SrvrPowerCtrl/settings\basic.html ??
